Getting this visa you have to be nominated by a territory of government and state agency and are offered by the minister. The Business Talent visa (subclass 132) is an opportunity for providing permanent residence visa for before applying for this visa you need to submit an Expression of Interest and also provided by Skill Select to apply.

Expression of Interest submitted then government of Australia decides whether which people will be nominated for a Business Talent visa (subclass 132). Australian government, state and territory has own authorities for some criteria that decide who will be nominated. Authority will contact you for discussion about business possibilities before you are nominated.

When you receive invitation, then you have 60 days to change the information in your expression of interest if you want to change if not necessary then don’t change. If you got an invitation letter twice and then you haven't applied, so your expression of interest will be deleted from skill select. After that you need to apply for new expressions of interest.
